I honestly think it's just you. I've gotten first pitch strikes on balls out of the zone. The CPU doesn't swing a much as I do or nearly enough on pitches that are right on the edge IMO, but they do chase....For me at least.

I was just coming to find the pulse pitching thread to brag, but this is actually a better one.

Just got 10 in 9 innings. 8 with Verlander through 8, then 2 in the 9th with Valverde. Starting to love this pulse pitching.

It's a myth. He did it for for a couple weeks lol.

Played a dude online last night Marlins (me) vs Yankees (him) and it was most definitely a strikeout fest.

            Johnson 17k's

            Sabathia 16k's

Let's just say, I don't think our lack of batting skills helped

I think 7 with C.C in my first ever game using it, will try again soon.

I love pitching this year there is a nice blend of fouls/whiffs/looking strikes finally & I like that. I feel like pitchers actually "pitch" this year. With that being said I've had some nice games i've had:

Jeremy Guthrie went 7.1 ip & had 9 K's against Pirates

David Price did a full game in head 2 head matchup and I had 20 K's I was mixing up all of his pitches nicely I sat in at one point and struck 7 straight people out

Felix Hernandez went 7 2/3 ip and had 8 k's

I'm seeing the same thing myself and it's starting to piss me off. It's hard to pitch effectively if the CPU never swings at pitches outside of the zone.

9 with Wandy of the Astros in a loss...legend difficulty no sliders.

I just got the game and played only one game but that game vs the cubs I noticed incredible ability by the CPU to lay off borderline calls that were typically balls, rarely did they chase pitches out of the zone but I did see it, minimally.

7 through 7 with Matt Garza in Exhibition. I love pulse pitching, I walked 2 as well for a realistic stat line IMO

Yeah, it's kind of annoying that they do that. I've been trying to strike guys out with a slider under the hands after setting them up with fastball in and they just won't bite. Same with curveballs and changeups down in the zone. Like you said, it does happen, but minimally. I guess this and all the foul balls is to prevent 50 pitch complete games.
