Base-stealing. Always a hot topic every year.
I've had my struggles with base-stealing in both RTTS and Franchise last year that I've had to tweak the sliders. However I'll first talk about Franchise/Gameplay/etc.
You will probably have a better success rate if you manually steal your base instead of pre-loading your steal before the pitch. Many times the runner will get off to a poor jump (some right after the pitch is thrown). Now in real life there are guys like Will Venable who can steal bases this way, also known as the delayed steal, but in this game that doesn't happen unless the throw is way off-line. Aside from baserunner speed and the catcher's arm strength, getting that jump is a very critical factor (as you will learn if you do baserunning drills in RTTS). However that takes away from your focus at the plate so there's that disadvantage to manual base-stealing.
Also, you don't just want to steal at will. Read a pitcher's pitch animation from the stretch. There are guys out there that have a long motion from the stretch that can give you that extra half a second in stealing bases. You'll have a much easier time stealing against someone who mechanically has a lot going than someone who is quick to the plate.
Scout out the catcher's arm strength (you can view the defensive ratings of the opposing team when you're on offense).
If that doesn't work, tweak the sliders.
