You don't pre-select a swing with Zone. If you want to do a contact swing, you actually press the O button at the time you want to swing. Same with Power Swing. Analog is the only mode where you pre-select a swing.
I've used power swings and I haven't seen any issue where the PCI is not the size it is supposed to be.
And like these other guys have said, other things change the size of the PCI also... so while power swing might shrink the PCI... the meatball pitch you swung at will enlarge it, and the control rating of the pitch too... so when you look back with L3 (which is what I assume you're doing), you're going to see a PCI way bigger than you expected because the pitcher you're facing... well... sucks.
But most of that stuff is only calculated during the pitch, not constantly.... so between pitches when you're just playing with the PCI and randomly moving it around, it's usually going to be a default size, since calculations haven't began yet.
