I don't think you really can, yet I'm not a CAP maker, my thought if you didn't want them to be used is lower their ratings all the way down maybe.

Unfortunately, you can't delete them. You can re-edit them...but I'm guessing you're asking to try and get more players in....and that can't be done.
I really hope SCEA allows us more create-a-players next year.
I do remember having to reset the rosters when I started a different roster set if that's what you mean, but for each roster you create the limit is 25 I believe.
