Forgive me, I had not spent too much time on High Heat as it lacked a franchise mode and graphics. At any rate, I was curious to know if it typically has a managerial mode?

The PC version has an incredible managerial mode. You can set the camera anywhere on the field to watch the game play. I'm not sure on the PS2 though. Maybe it will have one this year. If you have a decent PC your best bet is High heat PC. Its the same game but with a ton of incredible user-made mods like stadiums, uniforms, editing utilities, rosters, etc. If you don't have a decent PC the console version still look great.
