Nope, IGN made a huge error. While it was speculation this was true, you can play about 20 season with your expansion team.

Re: Expansion Mode overview (ASB)
IGN was wrong. You could use your expansion team in a multiple season franchise. I did it with the Puerto Rican Banditos. It's a great feature that I'm sure will be the same this year. For the benefit of those who don't know, what makes it even more fun and challenging, is the fact that you choose your players from a pool of less desirable free agents. It is not a fantasy draft. The best players available were, I think, no higher than B-. And even then, there were only about 2 or 3 of them. And the CPU also adds another expansion team, which drafts along with you.
Hope this helps.Comment

Re: Expansion Mode overview (ASB)
You could use it in franchise last year. My Hawaii Armadillos were a powerhouse over many years, with Adam Dunn and Barry Zito leading my team well into the next decade. Then, they got too expensive and I couldn't fit them all in under my budget and they had to move on.
But, it's a great feature on the game.Comment

You should've done what i done and at the end of the season, call up you minor leaguers and release them for the BP. You can create nine more people to put in your minor league (created players take a lot of money).
And Expansion Mode was another Franchise mode... except with a created team.Comment
