ASB - questions about scouting rookies

this might sound like a stupid question, but i'm confused about what fringe means when you're drafting rookies. is it better that starter? or beteween starter and bench? also, do some rookies that are projected longshots sometimes turn out to be decent and vice versa with all-star rookies? thanks for any info.

also, when looking at the future ratings, they keep changing everytime you look at their report. whats up with that? does the future rating not have that much of an effect on a player's potential?

    anybody......?

I believe "Fringe" means they are in between a starter and bench player. Not sure about the other question.
