Except that the slider for wind doesn't work correctly, so customization won't help at all in that regard.
I understand you think that it has nothing to do with the game's balance, I'm not even arguing that point. You want to separate balance and sliders, fine.
I think the game is off-balance at All-Star level when it comes to hitting & pitching, whereas The Show 11 wasn't.
If any game is perfectly balanced out the box, I think it's definitely PYS 2010. After the 3rd patch, PYS 11.
As for the slider topic in PYS: You may not have sliders, but similar to what was posted earlier by shevitz, there are a ton of different difficulty levels for hitting, pitching, fielding, base-running, etc. in PYS that are similar to sliders. Not just veteran, all-star, HOF, superstar. Examples:
Pitch Speed - Slow, Slow+, Basic, Basic+, Middle, Middle+, Real
Difficulty - Very Easy, Easy, Normal, Hard, Perfect, Spirits, Self-Adjusting, Custom.
CPU Pitching - Very Easy, Easy, Normal, Normal+, Hard -, Hard, Hard+, Perfect, Spirits
