when you want to steal press the left trigger and the base you are on. ( on 2004 settings) if you are using the old one ( classic i think) use the Y then press the base youare on

Hold B and then L trigger. To retreat, hold B and then R trigger.

You need a really fast runner to beat a slidestep. It's toughest thing in this game. I always look for the pitcher to use a windup. IF he doesn't I don't bother to steal.

This is of utmost importance. You steal on the pitcher, not the catcher. Also look for good counts. 0-2 and 1-2 counts usually lead to the pitcher trying to make you chase off-speed pitches. Wait for those counts and look for the slide-step.
