In the offseason when its free agency time do the players actually consider other teams offers or is it like NBA 2K where if you have the money you can sign anyone?

I'm assuming it'll work like last year's game, which is:
When a player is a free-agent in the offseason, he'll give you two options:
1. He'll give you a year and monetary amount that he wants from you, in general it'll be at a discount instead of letting him walk and then trying to sign him again
2. If he wants to test the free-agent market, you'll know it. He'll say something to the effect of "I determined to test the free-agent market" or "you better offer me a 3-year deal and a hell of a lot of money". Something along those lines

I'm waiting on the 360 version so I haven't played 2K6 yet, but in the past free agency in this series has worked very similar to the way it does in Madden where players get offers from other teams and may sign right away or consider offers for several days before signing.
If you have extra money in your budget, it can be pretty easy to get any player you want if you're willing to overpay though.Comment
