Is inside edge used throughout the game or does it only take effect if you buy reports?

Could you further elaborate? If you mean do they still have specific tendencies regardless of whether you buy reports or not, the answer is yes.

I guess do the IE statistics take affect on all players during all games or does IE only come into affect whose reports you buy. If this makes sense.

I wish you could purchase the IE scouting reports on hitters and pitchers, but not have to deal with the in-game stuff like the red boxes and the catcher telling you where to throw the pitch.

The scouting reports alone would be a nice option.
