Any Possible House Rules People Use for Free Agency and/or Trades?

I played 90 games or so and simulated the rest of my first season as the Dodgers and once into the offseason I noticed there was a ton of people available and I of course splurged and picked up a bunch of them, ie. Dontrelle, King Felix, Chris Young, Kazmir, Torii Hunter, Teahan etc. Once I looked over my team I realized that it didnt even represent the Dodger team at all, besides Billingsley there wasnt another starter still on the team at that point and it caused me to quit and restart. To avoid a possible problem in the future again, are there any house rules people use to police themselves during the offseason? Maybe only signing 1-2 players in the top 20 that are available? Only filling positions that are vacant as opposed to signing players to strengthen a position that is currently filled, mainy for position players that is.

I want to restart a GM as a team with a stud pitcher and a low payroll, figuring a low payroll would eliminate the need to police myself if I didnt have the money to sign everyone in the first place. Ive been leaning towards Seattle mainly for Felix and him alone but their payroll when I began was higher then LA's so this seems counter productive, Ive also given thought to Cleveland and Sabathia, Minnesota and Santana or Toronto and Halladay but always seem to come back to Seattle. Any advice on some good house rules to use would be much appreciated.

EDIT- I should also add that Im only interested in AL teams since I just finished playing as the Dodgers and am not interested in playing as Tampa Bay either, I dont want a rediculous payroll but I dont want to be forced to have the janitor on the field pitching either.
