Got the patch. Played one game in my franchise. Considerable difference on throws from 3rd to 1st. Had about 7-9 throws and no exaggerated choppines. Not silky smooth, but my eyes are not going nuts anymore.

yes. both the padres glitch and the framerate issue fix themselves, even if you're continuing your franchise.

no you dont have to restart your franchise for the patch to take effect.
