Last year in 2k8 they had it and it added a lot to the franchise mode. With my Twins dynasty in 2k8 the fans were in the lower deck and there weren't many fans in the upper deck in the outfield which is exactly how it is at Twins games.
I started a Nationals franchise in 2k9 and I have seen random seats that are open but not the vast amount of seats that I saw last year. In the first year of my franchise I had the third worst record in the league and was 30th in attendance but it seemed like the amount of fans were the same even though the attendance figures were 28,000 per game out of a possible 41,000 seats. This could be because the Nationals stadium is evenly fan distributed throughout the entire stadium but I'm not quite sure.
