change the CPU's starting pitcher when playing an exhibition game? Or are you always stuck with the #1?

I don't think you can. I have the PC version, and I just set the 2nd player to the keyboard, make whatever changes, then when the game starts, go back to AI control.
You can also just go into the pitching rotation under the roster management, and put a new pitcher in, then change it back after the game....
