    Fix for walks

I believe I have a fix for the walks in franchise. I believe that by taking 45 points off of each pitcher's base on balls allowed rating you can fix the walks to a more reasonable rate. In the process it seems the ERA are lowered slightly as well. The only downside is that each pitcher's overall rises about 9-10 points. However this, like I said, helps with ERA.

I did a test simulation with the Giants. Here are the stats

    Lincecum 16-9 3.44 Era 1.21 WHIP 56 BB 211 IP
    Cain 10-4 3.97 Era 1.18 WHIP 63 BB 201 IP
    Zito 10-9 3.50 Era 1.21 WHIP 77 BB 205 IP
    Sanchez 12-12 4.57 Era 1.31 WHIP 78 BB 197 IP
    Sergio Romo 5-2 2.65 Era 1.26 WHIP 12 BB 34 IP
Brian Wilson 4-1 3.55 Era 1.79 WHIP 19 BB 38 IP 30 SV (bad year ehh?)

I feel these aren't the statistics aren't exactly spot-on for all players but they could be in 3 of 5 single seasons. I feel though this is certainly better than nothing. The great part about editing that rating is in my experience it doesn't change the gameplay. This fix is good because when I get to september call-ups I'll have to sim to get by the freezes until the playoffs to play again.
