All the info I read last month about the game was pointing at Giambi to still be the cover guy, so it won't surprise me.

Isn't that the old alternate cover for WSB?
The new one HAS to include 2k4.

I assume the new one would be 2k3, since they didn't have 2k on it last year so they could get back to the actual year the game should be instead of being a year ahead.

Seeing as how Giambi posted some awesome numbers again, and he didn't do anything to garner any bad publicity, I don't see why Sega would swtich. But I believe that is the alternate cover, the real one will have "2k3" somewhere in it, so that morons can distinguish it from last year's game.
