Exactly how it should be. However, the on-field umpires egos (and the fact that the big old bull-headed Joe West is the president of the Umpires Association) will block any attempt to bring the decision on these things away from them. So while it could be a very swift decision, I'm afraid it will never be this way.
There is the argument that the players wouldn't know whether to carry on with a play or stop depending on the call. However, normally the players keep going on with the play as if it is a live ball. For example, in the instance that snepp posted above, Joe Mauer had to be called back to the plate from second base to continue his at bat and the outfielder acted as though it was fair the entire time. Mostly because it was fair by a large margin.
