Legally... but he didn't have a medical exemption from MLB to be using it while playing in the MLB.Comment

What I want to know is how MLB could not allow someone to use HGH who has a prescription for it? It's just like using contacts for bad eyesight. Segui used HGH because his body was incapable of producing the testosterone that it needed.

Well then, if he had a prescription for it, and medically needed it, I say this is absolutely no big deal at all (in Segui's case, after all).
BTW, when he used to play for the Mariners, my bro was able to get into the Mariners dugout during one of their games against SF, and he ended up getting an autographed ball by Segui and Alex Rodriguez (my bro's friend was David Segui's cousin).
I thought that was pretty cool, but now the signatures are a bit faded.Comment
