It just happens if the team is supposed to move into a new stadium (say for my Padres). Other than that, the answer is no.Comment

According to the ASB RULEBOOK section in the MAIN MENU under BUDGET OPTIONS ( great read with alot of tips, btw ) If your team consistently performs well through the years, theres a possibilty they are offered one of the future stadiumsComment
