It shows a few things, I'll see if I remember all of them
1. Top 50 prospects
2. Best prospects in each organization
3. Organizational rankings for Minor leagues
4. Top prospects in High Minors and Low Minors

I think those are the things in there. The reason you can't view it is because there aren't any "prospects" yet. I think you are allowed to view it after your first Ameteur Draft in June. After the first draft the book is always accessible, I think.
