also are any other ratings based on your coaches/scouts? do they vary depending on how good your coach/scout is? They said this was the case in last year's WSB, but I tested it out and it always seemed the same.

The rating improvements from coaches are semi-hidden. You can see the general amount your coaches are improving your players from the GM->Coaches screens, but it doesn't give actual numbers.
Scouts determine the accuracy of the ratings you see; they don't improve players. If you want to see the real ratings, you can always go to Edit Roster, where the ratings you see are not through the eyes of your scout, as they are everywhere in Franchise. -
