over budget?

Does being over the budget do anything? I've seen a few other cpu controlled teams that are and I don't like it. does anyone know the deal?

I'm over budget, and the only thing I noticed is that it wouldn't let me make a trade I wanted. I was trying to dump an 8 million salary for a 2 million salary, but I got a message telling me the trade would put me over budget. I am about 15 million over budget, so I guess it's technically correct. Although I just brought up a minor leaguer for a measly .2 million and it let me do it. Oh well... I wish I could get under budget, but just cutting players doesn't help unless someone else picks him up!
