I haven't really noticed, but it SHOULD be called with runners on first and second or the bases loaded with less than two outs, where a catch can be made with ordinary effort by the fielder (even if it's a little bit into the outfield).
It is NOT called with just a runner on first, with the theory being that the fielding team would gain no advantage by letting the ball drop (either way, they're going to have a runner on first with one more out). This is not necessarily true if, say, Rafael Furcal is on first and Vinny Castilla is the hitter, but that's the way it's called.Comment
