    Short and sweet....No.
    The meter is not like the football meters where they stay the same throughout the game. Depending on the pitchers fatigue the meter changes of the course of the game. The green area gets smaller while the red are gets bigger. Also the meter changes speed when going from swindup to the stretch position.

            I've got to respectfully disagree with the post above...I have both games (MVP and WSB) and you cannot 'go on a mental vacation' while pitching in WSB...In fact, I think that game has the best batting AI of them all (including HH). If you stop working the corners, or go to the well with your money pitch too often, you will get jacked - and I mean jacked...I was working Palmeiro inside the other night...A fastball up and in, followed by a cutter up and in for an 0-2 count...But then I got cocky and decided to toss the sinker in low and away (but in the zone)...I swear you could see his eyes light up as if he said "up and in, up and in, he's going low and away" and then he turned and yanked it about 460.

            WSB will have you on the edge of your seat while pitching sometimes...I had a 2-1 lead in the 8th with men on 2nd and 3rd and 1 out...Got a quick ground-out to first, and then worked to a 3-2 count...STRIKE! nightmare averted...

            Both are great games, but if you're looking for High Heat with better graphics you do better than WSB...MVP is perfect for a "fun" if somewhat unrealistic game.
