Go to the scout screen, and press the black button I think, it will go to a screen to propose trades. Pretty cool and believable. However the one I was using seemed to love to give away the farm.

I don't know the exact process as I'm not near the game but here's what I'm referring to.

If you go into general manager and then click on staff or something like that. It will bring up a all your staff. Then you will have to select your scout and from their he will propose some trades. He doesn't actually propose trades, you'll have to do that but he'll give you some times which he would like to try.

Are you sure your not talking about the manager because the manager does it. If you press the R trigger you see it as well as kids to bring up and what you might need to get to help you team in the playoffs.

There's like 5 screens one for each staff member. You can miss it if you aren't looking for them.
