A blown save is when a closer allows the tying or winning run while he's pitching.

Um... say like a reliever has a guy on base who's the potential tying run that's his responsibility is pulled from the game. The new reliever comes in, but allows the guy to score, who gets the BSV?

first reliever because that's his responsibility.

A blown save is when a reliever comes in to the game in what is considered a save situation by rule. If he doesnt hold the lead, (the other team ties the game or takes the lead), he's credited with a blown save.
