The tune file is a file which allows PC users to literally change almost every aspect of the game, even outside of what the sliders do. For instance, here are some things you can change: Guess pitch modifiers, wild pitch width, ejection rate, ball scale, camera angles, ball physics (bounces, roll speed, friction), custom controls, CPU "fuzzy" baserunning percentages, catch radius', etc, etc.
Yes, there are mods out there that allow you to change some of the graphics and sounds. Last year the downloads REALLY helped the poor stadium models. I haven't downloaded anything yet this year except custom rosters.
