    If they really cared.

You know if the baseball owners and the MLPA really cared about cleaning up the best sport on earth. They'd go with a lifetime ban "no Exceptions" no, "well I got it at GNC, it was over the counter, ya know." Or the famous. "Steroids? I was just rubbing cream on my body." "Honestly. . . I thought I was taking B-12 shots and that the guy was a doctor."
All joking aside, if they wanted to clean up the game, they could get together and get it done. I mean after all if you go by all of these players speaking out in outrage over the roids users, it shouldn't be hard to get them to agree to the lifetime ban. I mean after all it is for the good of the game.

That would be a bigger joke than letting everything slide, as would reinstating any old records.

Just saying... you don't truly know who ever was clean, and you can't get everyone.

They have a system in place that has worked just fine. The problem is people digging up dirt from before the system was in place and then dragging players down through the media where there are no rules... and it's worse b/c the MLB can't make any rules against them because it's stupid that they're even being attacked for things that happened before any punishment was in place to begin with.

Remember, all Congress related situations involve lying to the highest level of government in the USA. They could've been lying about jay walking or stealing candy from a 7-11... it's still the lying that's the problem, not the steroids. Anyone who hasn't lied to Congress has no worry of punishment unless they're caught juicing after 2006.
