Do players progress at the end of each year? Do they ever progress past their potential? Do players ever regress?

I haven't played multiple seasons of HH since HH2002 for the PC, and in that game the players progressed at the end of the year. Although 3DO had a way with "removing" things from their game, I don't see how you can have a career game without player progression/regression. -
