I say Arizona, after last year when they had 111 losses, they brought in some big names like Glaus, Ortiz and Vazquez. Even though they lost Johnson, they got Vazquez who is much younger and a prospect in Halsey. They also got another prospect for the catcher position in Dioner Navarro. Bringing in Ortiz and Glaus will help as well along with a healthy Gonzo. They probably arent a playoff team yet, but they have and will improve in the next few seasons.
Boston is having a good offseason so far along with Seattle.Comment

The thing with Arizona is, is Vazquez is not staying with the D'backs, he will be traded again in the coming weeks. However, if Arizona sends him to Philadelphia for Randy Wolf the D'backs will not be too bad off, but, if they send him to Baltimore for Eric Bedard then i would not expect Arizona to contend too strongly. Halsey looks like he could be a good one-in a year or two (though he does stand a good chance of starting the season in Arizona's rotation). Bedard on the other hand could be the second coming of Casey Fossum (yikes!).Comment

The other thing about Arizona is that they horribley overpaid for both Ortiz and Glaus (more so Ortiz though). Thats what you get for having a former "Superagent" as a GM though. No doubt they have improved though, just at the wrong price.
There are also rumors that the D-Backs are spinning off the prospects they get in the Randy Johnson deal to LA for Shawn Green. I thought the Diamondback were trying to cut down on payroll?Comment

It's too early to tell who is most improved until the season plays out. Sometimes people out perform expectations and sometimes people under perform. So we can't tell for sure.Comment
