One thing for sure is you DON'T have to spend a lot of money on a high end PC when many older PC's sometimes only need a few upgrades like ram, power supply and graphics card all of which can be found online for the low. . .

It's pretty straightforward if you have a little DYI knowledge. I started by watching YouTube videos related to gaming on a budget but I'm sure others will chime in, I know there are some DYI PC builders in here. . . there are so many ways to go with this but spending a ton of money does NOT have to be the case. . .

I have been wanting to build a good a PC for a few years now but I can never justify the price maybe next year because the PS4 and Switch will probably be the last consoles I own going forward.

We have to also point the biggest positive and negative of getting PC vs Console

For console - online play is much better, servers are better run, more players to play with, less lag
For PC - online is experience is not as good unfortunately, longer time to find players, lag is common, and the servers might feel empty at times.

so you have to think, if you're looking for the best Offline experience, with mods, faces, stadiums, dornas, shoes etc, PC offers creative management, but if you are a online person, PC is only good if you live in the big regions North America maybe UK, but outside of that it's tough

Dealing with the doubts people are having about the rig they need to play the game I would ask the question @nlsc. You'll find a lot of feedback over there. Take into account that the price of the PC you'll need to move the game @60 fps ultra will depend directly on the resolution you want to play it. For 1080p you can get a good rig for about $600-700 (+ monitor) but if you want to play it @4k/60fps you'll have to spend at least the double. IMO I prefer fps over resolution without a doubt, but it's just a matter of tastes.

There is another uncommon solution if you don't want to spend alot of money on a new rig, buy used, some users change their laptops and pc with every new graphics card generation, so if for example you look for a laptop that has GTX 1080 or GTX 1070 now, it will be half of you what you will pay for it new, because of the new GTX 2070 & 2080 series.

if you want to budget your purchase, you should try to get GTX 1070 base pc, i have the card, for 3 years, and it is able to play all the latest games (metro exodus, DMC 5, Anthem) at 50-60 fps at 1440p, and games like Fifa & NBA2k are not usually demanding to play at ultra with that resolution at 60 FPS.

                                GTX 1070 PC/laptop > 1000$>1800$
                                GTX 1080 PC/laptop > 1300$>2000$

New gen cards to play at 4k will cost you 3000$ & upward

hope i helped you have general idea about this
