From what they have said about the badge, it not only works with the first step of the dribble, but also on the new (or brought back) off ball moves.
Speed with ball is just that, how fast you can move while dribbling the ball. You can have a quick first step, yet be slow while dribbling.
PS. I’m not trying to start an argument, just giving my opinion.

What youre saying used to be the case, however Wang said on twitter that first steps were now tied to Speed with Ball.

There's also an off ball badge now, think he said it was called Slippery something.

From what i understand first step is tied to the badge and Tier 1 dribble move speed is tied to speed with ball.
EDIT: Both speed with ball and quick 1st step badge affect 1st steps

          Some stuff just tweeted
          - Volume Scorer is a positive only badge
          - Handles for days badge reduces stamina loss while dribbling
-Slashers are very strong in the current build

Apparently there is 3 tiers of 1st step packages presumably sorted by ball control, then speed with ball and 1st step badge modify them faster or slower. Hopefully it means slashers will be explosive without being Kyrie style dribblers.

I may be forgetting a few and Idk what new ones they cooked up besides those 5 new ones there.
I've asked this in the past where badges should only unlock special animations and such. So ratings be damned lol Then takeover showed me how 2k handles stuff when it comes to special animations (looking at you post scorer with takeover)

Made me rethink what I asked for when it's 2k going overboard with special animations. The problem is they do one side of the ball only and that is annoying af.

If they can keep the animations a little more subtle like you can tell a gold defensive stance compared to a bronze one. I think that can add to the game without screwing with the ratings.

                - Microwave is now Hot Start, boosts shooting if you make your 1st shot, more consecutive makes without misses the boost lasts longer.
                - Higher layup ratings will miss noticeably less contested layups than 2k19, lower ratings will miss considerably more than 2k19.

Re: Mike Wang tweets about 2K20

I was thinking about how little guys will never be useful in 2k unless they improve on footplanting, these guys are really fast, and the difference in speed between them and big guys isn't just in sprinting and end to end time, there's quickness, how fast can they pull of some moves etc. there are multiple factors/variables that matter when we are talking about speed.

The other one is floaters/runners and layups. They are just not effective or weren't effective in previous versions of the game, they take too much time to perform and are too slow and too predictable, I was a PG in 2k19 and I don't remember pulling them off, it's just not effective.

And besides that, the obvious disadvantage, they are smaller, but pro sides of being smaller are not displayed well in this game and the negative side clearly outreaches the positive side.

And it's too easy to block shots around the rim in this game, not just shots, dunks, dunks are really blocked IRL, because the timing has to be perfect, especially if it's a two hand dunk, but in 2k, you don't really have to time it that well, just press the block button, if you are close to the player, you'll probably block it. They have to emphasize reducing blocks, especially on dunks, and making it more harder overall to block shots, and increase the number of fouls.

Some of these new badge names are kind of cringe

                    Clamps?
                    Handles for days?

Feels like some 'how do you do fellow kids' ish

YES!!! Sorry to keep hammering at something I'm constantly talking about. I am really hoping the AI defenders are programmed to do exactly as alabamarob says above and respects jabs or quick first steps.

Kobe, Melo, MJ, Russ - all players who love to pull up. Replicating in 2K without a "heavy contest" would be great. And is something that hasn't really been possible ever.....

I think calling fouls would control this. If the real nba allowed as much fouling as 2k there would be just as many blocked dunks.

Mike said how Quick First Step unlocks the blowby animation. Last year the blowby was really toned down. How Microwave is changed to Hot Start. Where once you knock down that first shot, you get a boost until you start missing. He mentioned bumped steals being reworked and how it feels better. That's something we have to really see in action. The names are cringe. I feel really simplified the names so the casual crowd can obviously know what they are.

I do see why people feel the way they do about Charge Card being taken out. I personally nevered attempted to take a charge in game. But I do feel that it is a necessary badge since they don't have a rating for it. I do feel like the charge/block system needs to be re-worked. I play offline, I never seen AI attempt to take a charge letalone see it called. Heck, I barely seen that many Blocks called. They do need to be more frequents. Guys like Lowry and Green impact the game with taking key charges..
