2 way contract

CPU waived a 2nd round rookie 2 days ago. I want to sign him to a 2 way deal. I have 2 way spots open. When I go to negotiate contract it says a team at most can have 15 players and this player cannot sign a 2 way deal with my team. Why cannot I not sign him to the 2 way?

I turned on team control for another team and now it says he has been waived and can only be signed to his current value. How long does this condition last? I thought it’s only 48 hours
