CDKey is legit as a site, but it is very much a "gray site" as it is not authorized to sell Steam keys by Valve. That means keys aren't guaranteed to work for any number of reasons. However, I've never had this happen to me and only seen it happen once with a friend.

The reason they haven't sent keys yet is because they don't have them as they obtain them from other third parties.

I've been using them for years. Once or twice key didn't work, contacted them and they fixed it within hours giving me a good key.
