He means the tag on the top right that would say "NTSC" for americans. Its the analog television encoding system that would be used in America. For the UK, Australia and such, they use "PAL". So a game from UK or Australia imported into America wouldn't work there as the XBOX or PS3 wouldn't be able to read PAL. Same thing goes for American games imported into the UK or Australia except the other way around.

So he wants whoever who makes the cover to use the PAL tag over NTSC.
