I think the idea behind offering additional legends as DLC is that it costs money to include each legend to begin with. I think people are saying, "If cost is the reason we're not getting more classics, then provide us the opportunity to help contribute to that cost." On the flip side, I don't think Crew's absence is as much a matter of cost as it is a matter of technical difficulty.
With that said, I personally do not think cost is the primary issue behind the lack of additional classic teams, so I am reluctant to just flat out volunteer my monetary commitment without 2K even asking. As I've already mentioned ad nauseum, I think there's a lot more classic teams 2K could have added that'd be made up almost entirely of players they already have on their game.
