Here's my suggestions
1. First things first download some draft classes. Some very talented users on these forums have created some great draft classes for us to use. You can get extremely realistic 2013 (and soon 2014) draft classes to have for the first 2 years of your association. Users are also developing some solid fictional draft classes that you can use for your later years.
2. Trade anyone of value for cap space/draft picks. You want to have as much space on your team as possible for the following years to come. With the massive cap space and no one good team not only will you tank and get a top 5 pick in the draft you will also probably be able to nab Chris Paul as your franchise PG considering he almost always leaves the clippers after the first year.
3. Get some key players through the draft. Assuming you followed suggestion number 1 you will have some fantastic players to choose from. In rebuilding I always go after a Big man first so in this scenario you can choose between Cody Zeller or Nerlens Noel which ever Big man you prefer/suits your play style. Assuming you traded for a couple of first round picks from 2014 you could probably end up getting Parker or Wiggins.
In a perfect world going into your third season your Starting 5 could look like
PG : Chris Paul
SG : (Insert player here)
SF : Parker/Wiggins
PF : (Insert Player Here)
C : Noel/Zeller
