I'm pretty sure it's a chance at a star card when you buy the packs.

No the packs dont garentee the highest tier the first time you open them.

Not even remotely, and I'd recommend against buying packs completely. Sadly, I spent $120 on 3 Leg-Star packs just to get 3 single legendary PGs with one enhancement slot on each. I guess they could come useful come AH time, but I think there's a pretty decent chance of regretting the purchase.
