Oh there's clearly several reasons it went to the Wizards:
1.) Wizards got a new card that is sellable, while the only new card the Bucks got was limited to 100 pro versions and 900 non pro version.
2.) Wizards have rewards throughout the lineup who are more familiar and have more "star power" with younger people, who are far less familiar with any of the Bucks player rewards. (This may change in the next couple years if the Bucks continue to improve rapidly).
3.) People generally choose based upon enlightened self interest, so since most people aren't going to fall in the top 2k, it's generally going to be the rewards from 2001 - infinity that will sway which side folks play for.
The reality is that neither team has been really very relevant in roughly an equal number of years. Most of the people who use this app probably don't even realize that the Wizards were called the Bullets the last time they were seriously relevant in the NBA.
I'm sorry that I offended you somewhere along the way mate. The rewards at the top are clearly better for the Bucks than the Wiz (Very good C and 2nd best draftable PG vs. PG/PG), but the top 1k is a tiny fraction of the people who choose, so it is what it is.
Just the fact that they are making assets that aren't ever going to be used will hopefully be a reason to swap to a different "award" for which team wins, and allow folks to rep for the cards they need. There are quite a lot of benefits to making that move which line up with previously stated developer goals, especially deck variety.
