Yes it's always true. Going for the "best card" doesn't necessarily mean go for the Legendary over the Epic, simply because Legendary is higher tier. The Epic Pro will be better overall than the Legendary. Now if you have the Legendary from drafting it, then the Legendary would be better, simply because you'd be able to pro him. You should go for what makes most sense to your team, your tier, or how much time you have to grind.
