Question on rttc board pulls

If my rttc tier is lower than my qg tier, does the rttc still reset based on my qg (higher) tier? This was the case in 2k15.

For example, if my rttc tier is epic++ and rttc is ur++, does pulling an ur in rttc count towards my tier reset, or is it still epic?

You draft whatever your QG tier is at. Not the RttC tier

Another question... if we have +1 board pulls at the time of RTTC, do we get 8+1 =9
or
2+1+2+1+2+1+2+1=12?

Seems like it would be 9, but that doesnt seem to take the extra time into account...

It is 9. The +1 is applied once at the draft board after any other pick modifiers.
