Honestly, it varies. There is no one best way. The key is realizing that there is probably only 3, possibly 4 matchmaking buckets. And I'm pretty sure there is some overlap around the thresholds for each.
During Star tier (I didn't play Star seasons), I spent a lot of time in Leg tier messing with different lineups. I changed different things noticing how it impacted the bar and the opponents I got matched with. Biggest take away was how truly little it took to qualify for each tier. Once you get 3 pros in that tier, you are around the middle bucket unless you sacrifice other positions to bring it down.
Another thing I found. In Leg seasons, 15 Epic Pro also put the bar at almost half way full. So if you are running 3 PO pros and 12 Star pros, it doesn't surprise me at all that people see opponents with 6-10 PO Pros. You're all getting dumped in that middle bucket.
