Don't take this as gospel, someone else may correct me. I always thought shadowmods change the darkness or intensity of shadows to create a more realistic perception of depth on the player models. It's like a drawing without a lot of shading looks flat, but add in detailed shading and you get a more three dimensional image.
Photomods attempt to create a more realistic image by adjusting the color and lighting aspect of the game. Making blacks darker or muting colors like reds that tend to bleed or sharpen colors that look bland or pale. I always thought of it as creating a more photo realistic image by adjusting colors.
When you find two that work together, you have nice shadows and realistic lighting and colors to make the game look 10 times better.
I'm not sure if I'm 100% correct (anybody can feel free to add more insight). It has just been my experience downloading mods the last few years. I just thought I'd give it a shot since you didn't get any other answers.PSN: PhiNuPi
