I upgraded my Catalyst driver from 14.4 to 14.9.1 and the stutter is nearly gone.

Nevertheless for me 2k should provide a patch.

I did the opposite, 14.9.1 to 14.4.. It made no difference for me. What did make a difference was running the nba2k15.exe as administrator.

Leftos is trying to solve the issue as he gathers feedback by everyone. It's obviously a coding issue so the workarounds will only improve the perfomance and not deal once and for all with the microstuttering.

I think Shadows is on the right track. There is some kind of conflict with the in game vsync and the Nvidia Control Panel adaptive vsync. I turned it off in game and got a huge performance boost. It wasn't perfect but a night and day difference with the micro stutter. When I get home from work I'm going to play some more. I'm thinking that it's better to zero all in game options and overide from the Nvidia Control Panel.

P.S. I'm also thinking that the power settings need tweaked. By default, the control panel has an adaptive power management. I think that needs changed to performance.

I tried that doin with my Radeon 280X.

When I disable Ingame VSync and force it via the driver, it just doesn't work.
              Any reasons for that?

Not sure. You might have to use the external program. The Nvidia driver I'm using has a settling where you can either enhance the program or straight override the programs settings with the Nvidia one. I haven't used that yet. But I know that nvidia uses an adaptive vsync. They brought that out when the 600 series card came out and were running really crappy with a lot of games. I'm not sure how ATI handles vsync. I haven't had one since the 5770 that came with my last HP. Sorry I can't help.

It looks like there might be a bad batch file in the .exe file. There was a post on NLSC about it. I'm going to try it when I get home. If this is the case, this is awesome news. Easy fix!

Nope. I played with this. I played with "Run as Admin." I tried to take control of the game from NVidia Control Panel. Nothing got it past the level I was able to get it to this morning. I just does not run smooth. Especially in the cameras I like to play. I pray Leftos and the other PC guys can fix this. It's frustrating.....

Yep same here, in my case it happens randomly, but it's always noticeable right in the moment the PG catches the inbound pass after a a rival basket. Don't know if someone else experience this...

I've tried with all The tips suggested here and in NLSC but nothing has worked.
