Why would EA consume precious resources in creating Jay-Z for the game, yet have a unique code per person?

That means they did all that work for people who like new S. Carter shoes, have an Xbox 360, have Xbox Live, and prefer NBA Live as their basketball game. And actually care about playing with Jay-Z in the video game.
