You should be on a team now. Invite a friend to your team, get online at the same time, then go play games.

WIth this feature can a friend and I on different consoles play online vs others? do you only play vs other live run games or any game?...meaning will it be impossible to get a game since not many use this feature....

Yes, you and a friend play together. Once you are both online and in the same room you can quick match against any other squad out there. You will find a game.
