two questions about the PC version

    1. Can I use the roster updates for the XBOX or PS2 on the PC version?
    2. Do I need any special tools/programs to convert, say, a Max Drive or Action Replay file to a file that can be used for the PC version?

    Thanks.

yes they can, they just have to be converted using your PC. I don't know how, although, I have seen it done several times.

Just check out NBALIVE.ORG or NLSC for rosters.
