Enlighten me on something about Lebron James....

Hello....
I am slightly confused about the LEbron James sweepstakes. I thought that the team who gets him is picked through a lottery process, but I hear reports that teams are offering him "gifts" to sign with them. I also hear he says he will never play for the Cleveland Cavaliers. How is this possible? Does he really have a choice? Can someone explan me the process by which he will be chosen and who are the frontrunners to get him because I recently moved from Germany (Dirk's country) and I don't quite understand the NBA's drafting process. Please cure my ignorance

the 13 teams that didnt make the playoffs all basically get put in to a hat. the only thing is that the team with the worst record gets there name in the hat the most and it keeps decreasing until the 13 teams. then they just pick names out of the "hat" do determine the draft order. i think this is pretty stupid because i thought the draft was for the bad teams that need to get better.

It keeps teams from losing on purpose and automatically getting the #1 pick.
