The footage is grainy, but basically he is supposed to ring the bell to signify that he reached the accompanying height. Which at the end is 13ft, which should be the height of the backboard (i actually don't even know if thats true).
Note: you can't actually hear if he is ringing the bell, so we have to just take their word for it.Ericmaynor3.com

In the YouTube clip of Wilson dunking the 12 foot basket, a few posts down from the article, he is still at only about 12'6". I read somewhere that Jamario Moon was dunking the 12' when he was on the Globetrotters and I doubt that he can touch the top of the backboard. No disrespect to any of them though, 12'6" is absolutely insane.Onions, baby, onions!Comment

I think that there are probably a few people who can do it occasionally, but the conditions have to perfect. It's like when someone sets a world record in track and field, and is never able to duplicate or surpass that performance. I don't think anyone can do it at will.Jordan Mychal Lemos

I'm not sure if the rim was all the way up to ten ft. but I have seen Gerald Grren touch the top of the backboard at a highschool gym. When i was at high school there was a dude on our team who could do it, though the top of the backboard wasn't as high as the nba one.
I think dwight could do it on a good day...
I've seen vids of people dunking where at full extension there hands are virtually even with the backboard, so i'm sure somebody can do it...
the "busted nut" comment was priceless...Lou Holtz on College Gameday about Ohio State:
